Biographical note: Forest Service employee; Roberts arrived in Arizona in 1912 and worked as a member of a Forest Service Range Reconnaissance crew, later became Inspector of Grazing for the Southwestern Region of the Forest Service. Still later, from 1922 to 1931, he served in Holbrook, Arizona as Supervisor of the Sitgreaves National Forest. The evolution of the USDA Forest Service is rooted in the General Provision Act of l89l in which Congress authorized the President to designate particular areas of the forested public domain to be set aside as "reserves" for future use.
